SEMLEP is a public private partnership set up to drive growth across the South East Midlands, a prime growth location for business investors and visitors. We are a company limited by guarantee - see our Articles of Assocation HERE.
In March 2014 we submitted our Strategic Economic Plan government, receiving over £79million to invest in this area from 2015/16 as part of a Local Growth Deal.
Working in collaboration with our local authority and private sector partners, we are committed to delivering the strategic infrastructure and skills projects that are essential for economic growth – new jobs and new homes – in this area.
We work closely with the seven excellent and diverse Universities, including the Open University and Cranfield, in this area and our 10 Further Education Colleges and 4 University Technical Colleges to ensure that businesses have the highly skilled workforce that they need to grow.
Northampton Waterside Enterprise Zone is a key focus of attention for SEMLEP and we support four showcase sectors – High Performance Technology, Logistics, Manufacturing and Advanced Technology (including Food and Drink) and the Arts, Heritage, Sports, Visitor Economy, Cultural & Creative Sectors.

Our accountable body, Luton Borough Council, oversees and supports SEMLEP’s use of public funds and is therefore critical to the accountability for public funds. Luton Borough Council hold the public funds in their bank account for SEMLEP and manage the defrayal of these funds.
SEMLEP make decisions on these funds within stated criteria and the rules of public accounts, with the support of the accountable body. The accountable body (view the Accountable Body Agreement HERE) makes the payments following due process and appropriate checks and balances.
Government asked all LEPs (Local Enterprise Partnerships) as part of their Growth Deal to work with them to develop a single assurance framework covering all Government funding flowing through LEPs, to ensure all LEPs have robust value for money processes in place.
