Brian Binley


Non-Executive Chairman, BCC Marketing Services Ltd

Brian is Non-Executive Chairman of BCC Marketing Services Ltd, a company he created in 1989. Brian also co-founded Beechwood House Publishing Ltd. in 1993, sold in 2000 to Wilmington Publishing Group. Company products included Binley’s Directory of National Health Service Management and Binley’s Directory of Local Government Management.

Brian has been an active member of the Conservative party since he was 17. In 1997, he was elected to Northamptonshire County Council, and appointed as the Conservative Party’s Finance Spokesman. In 2000, he was appointed as Chairman of the council’s Finance and Resources Scrutiny Committee, later becoming the Cabinet’s Finance and Resources portfolio holder, a position he held from 2005 to 2007. He resigned from the Council in 2009.      

He was elected as Member of Parliament for Northampton South in May 2005.
Brian was a member of the Business, Innovation and Skills Select Committee from 2006  later serving as the Leader or the Conservative Group on the Committee and as Vice Chairman until he resigned from the House in 2015.

Other political positions and achievements during his time as MP includes:

  • Established and chaired a Commission into the decline of the High Street, published in July 2008.
  • Adviser to the Conservative Front Bench team on small business matters until 2010
  • Elected to the Executive of the 1922 Committee in October 2006, and as the Committee’s Treasurer in June 2010, a position he retained until 2015.
  • Founded the All Party Group for Clean Coal, and joint Chairman until he resigned from the House.
  • Chaired the APPG for Small Business, was joint Chairman of the APPG for the Showman’s Guild and  Vice Chairman of the Save the Pubs Group which represents the interests of non-profit making licensed clubs.
  • Elected as one of only three MPs to serve the Board of the Conservative Party in July 2010 and served until 2015.
  • Brian was appointed as one of the Conservative Party’s representatives to the Council of Europe in October 2010 and served on the Political Affairs and Democracy Committee of that body until 2015.
  • Elected Treasurer of the Association of Conservative Clubs’ in June 2008.

 

Local and national positions:

  • In 2012 Brian established the Northampton Alive project and is the Chairman of its Steering Group. The Group oversees an ambitious regeneration of the Town, involves 45 new developments.  
  • Brian was also elected Chairman of the Northampton Rail Users’ Group in September 2010. The Group oversees the issues of rail travel in the town the Town and the surrounding area and he now serves that body as its President.
  • In 2013 Brian was asked to sit on the board of the Northampton Enterprise Partnership and later appointed its Vice Chairman.
  • In 2013 Brian was appointed one of the first Honorary Alderman of the County of Northamptonshire.
  • In 2014 he was made a Freeman of the Borough of Northampton and in July 2015 he was made a Fellow of the University of Northampton.
  • In July 2015, following his retirement from Parliament, Brian was asked to create The Caring Community Energy Company and became its first Executive Chairman.
  • In September 2015 Brian was appointed Senior Counsel to Sovereign Strategy, a leading London-based public affairs and communications consultancy with offices in Brussels and the Middle East.
  • Brian is a Fellow of the Royal Society for the Arts.
